Find Jackson County Arrest Records and Criminal Records

Jackson County arrest records cover bookings, jail holds, and detention activity for adults brought into custody by the sheriff or local police. The records show who is in custody, what charges they were booked on, and when they were released. A Jackson County arrest records search starts with the county detention portal and is backed up by the Missouri State Highway Patrol for full criminal history. Arrest data and criminal court files live in two different systems. Both are open to the public, but each has its own rules and its own custodian. Most users start with the jail roster.

Jackson County Arrest Records Overview

An arrest record starts when law enforcement takes a person into custody. The arresting agency is the source. In Jackson County, that is most often the Jackson County Sheriff's Office, the Kansas City Police Department, or a city police department such as Independence, Lee's Summit, Blue Springs, or Raytown. The arresting agency creates the arrest report, the incident report, the booking record, and the booking photo. Those files belong to that agency under RSMo § 610.100.

The Jackson County Detention Center holds adults on state charges, pretrial holds, and court holds. The county runs an online inmate search that shows who is currently in the detention center. The county is clear that this database is operational population data, not an arrest report or booking record. The detention center says it does not perform a booking function. For a true arrest report, contact the agency that made the arrest.

Arrest records are not the same as criminal court records. An arrest happens on the street or at the scene. A criminal court record starts only after a prosecutor files charges. Many arrests never become court cases. For full court history, see Jackson County court records.

Jackson County Criminal Records Department

The 16th Circuit's Criminal Records department maintains case file records in criminal and traffic matters filed in the 16th Judicial Circuit. Criminal Records covers felony complaints and indictments, misdemeanor files, charging documents, warrants, bond records, plea entries, sentencing, probation, and dispositions. The department does not perform statewide background checks. The screenshot below is from the official Criminal Records page.

Arrest Records vs Criminal Court Records

The two record sets live with two different custodians. An arrest record is a law-enforcement record. A criminal court record is a clerk's record. Both can show the same person and the same incident, but each shows a different slice of the case.

Governing LawRSMo § 610.100Court Operating Rule 2

If the arrest never produced a charge, there will be no court record at all. The arrest report may still exist with the arresting agency. Eligible no-charge arrests can be expunged under RSMo § 610.122.

Charges vs Convictions

Being charged is not the same as being convicted. A charge is an accusation. A conviction is a finding of guilt by plea or trial. Both appear in public court records, but they carry very different weight. The Constitution protects the presumption of innocence. The county detention page repeats this same idea in its inmate-search disclaimer.

Sealed vs Expunged Records in Jackson County

Sealing and expungement are not the same thing. Sealing closes a record from the public but the file still exists. Expungement removes the record under RSMo § 610.140 so it is treated as if the arrest, plea, or conviction never happened. The screenshot below shows the official statute that lays out the broad adult expungement path.

The statute lists eligible offenses, waiting periods, and the petition process.

For no-charge arrests, RSMo § 610.122 may apply. A lawyer can confirm what is eligible. Missouri self-represent forms include expungement petitions.

Mugshots and Booking Photos

The Jackson County inmate search shows a mugshot if one is on file. If no photo is on file, the portal shows a generic icon. The county warns that no inmate has consented to commercial use of the image. The county does not claim to grant any legal right to use the photos. Booking photos posted to the inmate search are not "arrest records" under state law and are not booking records created by an arresting agency.

For the actual booking photo from the agency that made the arrest, contact that agency. Kansas City Police, Independence Police, and the Sheriff's Office each maintain their own files. Removal of a mugshot from a private third-party site is not handled by the county.

Missouri State Criminal History Search

For a full statewide criminal-history check, use the Missouri State Highway Patrol's criminal-history request portal. MSHP is the state central repository and pulls data from law enforcement, prosecutors, and courts across all 114 counties and the City of St. Louis. The 16th Circuit's Criminal Records department is clear: background-check requests must go to MSHP, not to the circuit clerk.

MSHP offers name-based and fingerprint-based searches. Fingerprint results are more accurate and are required for some employment and licensing checks. A small fee applies. The portal accepts card payments.

For sex offender lookups, use the Missouri sex offender registry. For federal arrests and federal court charges, use the federal PACER system. For Jackson County case files only, Case.net is the right tool.

Bond Posting for Jackson County Arrests

After an arrest, the court usually sets a bond. The bond amount appears on the docket and on the inmate search hold-reasons line. Jackson County Court bonds are posted at Criminal Records, 1315 Locust, Kansas City, Monday through Friday from 8:00 a.m. to 5:00 p.m. Call 816-881-4201 option 5 before posting to verify the amount. Call back after posting so Records staff know the inmate should be processed for release.

Jackson County does not take Kansas City Police Department bonds. For those, call 816-234-5180. Card payments are available 24/7 at accesscorrections.com with a service fee. Card payments by phone go through 1-866-345-1884. A cash and card kiosk sits at 1300 Cherry St, Kansas City. The kiosk has a 7% vendor fee and does not take $1 bills.

Background Check Considerations

Casual lookups and formal background checks are not the same thing. A name search on Case.net or the county inmate portal can show you what is public. It cannot be used for credit, hiring, housing, insurance, or other federally regulated decisions. Those decisions are governed by the Fair Credit Reporting Act and require a permissible purpose plus an FCRA-compliant consumer reporting agency.

Important: This site is not a consumer reporting agency under the FCRA. Data here cannot be used for credit, employment, tenant, insurance, or any other FCRA-regulated purpose. For formal checks, hire a licensed CRA or order an MSHP report.

Restricted Criminal Records in Jackson County

Several categories of criminal record are closed to the public. Juvenile records are confidential under RSMo § 211.321. Mental-health and substance-abuse civil commitments handled in probate are confidential under RSMo § 630.140. Sealed warrants and ongoing investigations are not on the public side until executed or unsealed.

If a case is missing from Case.net, the 16th Circuit says it may be sealed. A party can ask Criminal Records or Civil Records for the file in person with photo ID, subject to any active sealing order.
